FOR THE RELOCATION OF A SEWER IN AN ALLEY BETWEEN SYCAMORE AND MAIN STREETS SOUTH OF FOURTH STREET AS AN URGENCY MEASURE WITHOUT ADVERTISEMENT FOR BIDS.
