Spec #04-050 <br />III. SCOPE OF WORK <br />The Request for Proposal (RFP) is for an out-sourced Adult Crossing Guard <br />Program with a professional Proposer. The successful Proposer shall agree to <br />perform school crossing guard services for the City of Santa Ana. The scope <br />of work shall be as follows: <br />1. The Proposer will monitor, supervise, and assure the safety of all school <br />children that utilize intersections and crosswalks while moving to and <br />from school. <br />2. The Proposer shall perform all work to the highest professional standard <br />and in a manner deemed reasonably satisfactory to the Chief of Police or <br />his designee. <br />3. Proposers will provide an estimated 63,646 hours per year of crossing <br />guard services by qualified adult crossing guards approved by the City <br />during pre-determined time periods at specific locations throughout the <br />City as shown in Exhibit "D". The estimated hours above are calculated <br />based on the number of hours per day multiplied by the number of annual <br />school days. However, the Proposer is required to staff the crossing <br />guards positions when the schools modify their schedules to accommodate <br />the academic needs of their students. These modifications are represented <br />in the 66,612.5 hours of crossing guard services provided in 2003. <br />4. New locations may be added at the City's request and the Proposer will <br />increase the service hours accordingly. In addition, the City may remove <br />crossing guard locations with a 24-hour notice. <br />5. Proposer will provide all administrative duties associated with the Adult <br />Crossing Guard Program in the City of Santa Ana. <br />6. The Proposer will be required to provide for the supervision of all <br />employees associated with conducting the Adult Crossing Guard Program; <br />including the recruitment, hiring, discipline and temvna[ion of employees. <br />7. Proposer will provide all facilities, vehicles and other associated <br />equipment related to conducting [he Adult Crossing Guard Program. <br />Required equipment will include safety-reflectorized vests, stop signs, <br />whistles, rain gear and photo-identification badges. <br />8. Proposer shall provide all employees with equipment that complies with <br />all applicable laws and established safety standards. <br />9. Proposer agrees to offer employment to the currently employed Santa Ana <br />Adult School Crossing Guards at their current pay scale. Those <br />employees shall be retained at their current salaries if their current pay <br />3 <br />
