<br />Attachment A <br /> <br />Part Two - Program Specific Information, Continued <br /> <br />Definition of <br />Urban Area <br /> <br />Description of <br />Transit Agency <br /> <br />Urban Area <br />Working <br />Group <br /> <br />Urban Areas <br />Approval <br />Authority Body <br /> <br />The state, in coordination with the urban area core city POC and the core <br />county POC(s), must fully define the urban area as it will apply to the FY04 <br />UASI program. Specifically, the geographical borders of what constitutes the <br />urban area, including any possible contiguous jurisdictions and mutual aid <br />partners, must be drawn and all participating jurisdictions within the border <br />identified. The definition of the urban area is limited to jurisdictions <br />contiguous to the core city and county, or with which the core city or county <br />have established formal mutual aid agreements. <br /> <br />Each transit agency must describe its operating system, including the location, <br />infrastructure, miles of tracks, numbers of vehicles, types of service, ridership <br />and other important features. The agency must also provide a map and <br />description of the geographical borders of its system and identify the cities <br />and counties served. <br /> <br />Each urban area must have an Urban Area Working Group (VA WG). The <br />state, in coordination with the core city and core county POCs, will work <br />through the Mayors/CEOs from all other jurisdictions within the defined <br />urban area to identify POCs from these jurisdictions to serve on the UA WG. <br /> <br />The UA WG will be responsible for coordinating development and <br />implementation of all initiative elements, including the urban area strategy <br />development, the methodology for the allocation of funds (in coordination <br />with the state), and any direct services that are delivered by ODP. ODP <br />strongly encourages that, wherever possible, previously established local <br />working groups are leveraged for this purpose. <br /> <br />OHS strongly recommends that the urban areas create an Approval Authority <br />Body, in addition to the mandatory UA WG. The membership composition of <br />this Body, however, is at the joint discretion of the core city and core county. <br />If established, this Body should make all final determinations on any urban <br />area funding allocations. <br /> <br />Continued on next page <br /> <br />FY04 Urban Areas Security Initiative <br /> <br />Page 13 <br />
