Program Specific Information, Continued <br /> <br />Transit <br />Agencies - <br />Assessment and <br />Plan <br /> <br />Transit agencies must: <br /> <br />. Conduct a Transit System Threat and Vulnerability Assessment. If <br />not already completed, each transit agency will be required to conduct a <br />threat and vulnerability assessment (TV A) which includes requirements <br />outlined in The Public Transportation System Security and Emergency <br />Guide, Chapter 5, published by the U.S. Department of Transportation's <br />Federal Transit Administration (FTA), and avaiIabIe at: <br />htto:/ltransit-safetv. voIoe.dot. govlPublications/securitvlPIanningGuide.udf <br /> <br />For purposes of this grant, transit agencies may use the recently completed <br />Security Readiness Assessment conducted by the FTA. Transit agencies <br />may also use the vulnerability assessments that were compIeted during the <br />previous round ofUASI Transit System Security Grants. These <br />assessments must be available for federal and state homeland security <br />officials to review upon request. <br /> <br />As part of the UASI Program, ODP is making available technical <br />assistance to mass transit agency headquarters for enhancing their capacity <br />and preparedness to respond to weapons of mass destruction (WMD) <br />terrorism. This technical assistance incIudes provision of a project team <br />that can support the agency on-site in the implementation of a needs <br />assessment process. The overall needs assessment process is used to <br />identify and prioritize mass transit agency needs, according to risk, <br />security, and response capability. The process involves three primary <br />components, as follows: <br /> <br />I. Risk Assessment. <br />2. Response Capabilities Assessment. <br />3. Needs Assessment. <br /> <br />The process will result in two products: <br /> <br />I. Prioritization of security countermeasures and emergency response <br />capability needs based on terrorist threat and risk. <br />2.
