<br />Attachment A <br /> <br />Part One - Grant Overview, Continued <br /> <br />Grant Program <br />Differences <br />between FY03 <br />Part II and <br />FY04 <br /> <br />Performance <br />Period <br /> <br />Matching <br />Reqnirements <br /> <br />The major program differences between the FY03 UASI Part II and FY04 <br />UASI programs are as follows: <br /> <br />. The FY04 allocation to the state is almost double that of the FY03 Part II <br />allocation. <br />. Five new urban areas and six transit agencies have been added to the <br />FY04 program. <br />. Eligible planning activities have been expanded. <br />. Eligible equipment within existing categories has been expanded, and new <br />categories have been added. <br />. Non-Office for Domestic Preparedness (ODP) sponsored training courses <br />may be eligible for reimbursement. <br />. Funds must be tied to measurable projects in support of the state or urban <br />area strategy, or the Transit Security Emergency Preparedness Plan. <br /> <br />The performance period for FY04 UASI is 24 months from the federal award <br />date; however, that date was not known at the time this Guide was published. <br />The performance period will be identified in the Notification of Grant <br />Application Approval letter. <br /> <br />The state will allow grant recipients the maximum performance period <br />allowed by ODP. Therefore, requests for time extension cannot be <br />granted by tbe state unless the state receives an extension from ODP. <br /> <br />There are no cost-share or match requirements for this grant. <br /> <br />Continued on next page <br /> <br />Page 5 <br /> <br />FY04 Urban Areas Security Initiative <br />
