The <br />transit agency must have a current (updated within the past year) <br />comprehensive plan that provides written policies and procedures to guide <br />the transit agency's activities for homeland security and emergency <br />preparedness. The Emergency Preparedness Plan must demonstrate that <br />the security program is an integrated one, and has been coordinated with <br />other agencies, including the UA WG (for those transit systems located in <br />urban areas that were recipients ofUASI funds). This plan must <br />be available for federal and state homeland security officials to review <br />upon request. <br /> <br />Urban areas must utilize their Urban Area Homeland Security Strategy as the <br />basis for allocating funds to address the prioritized needs, outlined in the <br />strategy's goals and objectives, in enhancing and refining the urban area's <br />preparedness efforts. There must be a clear correlation between the issues <br />identified in the Urban Area Homeland Security Strategy and FY04 UASI <br />activities. As stated above, when submitting the application, urban areas are <br />requested to provide a breakdown of the funding distribution by jurisdiction. <br /> <br />NOTE: At a minimum, the core city and core county, as members of the <br />UA WG, must provide written concurrence on the allocation of funds <br />provided through the FY04 UASI. <br /> <br />Transit agencies' allocation of funds must be based upon their Emergency <br />Preparedness Plan. <br /> <br />Continued on next page <br /> <br />FY04 Urban Areas Security Initiative <br /> <br />Page 16 <br />
