MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />December 13, 1982 <br /> <br />The meeting was called to order by Mayor Gordon Bricken at 5:10 p.m., in <br />Room 831, City Hall. Councilmembers present were John Acosta, R. W. <br />Luxembourger, J. Ogden Markel, Patricia A. McGuigan, and Mayor Gordon <br />Bricken. Also present were City Manager A. J. Wilson, City Attorney <br />Edward J. Cooper, and Clerk of the Council Janice C. Guy. Councilmember <br />Daniel E. Griset joined the meeting at 5:16 p.m. Councilmember Alfred <br />C. Serrato was absent. <br /> <br />WORK STUDY SESSION The City Manager presented an <br />SOLID WASTE AGREEMENT overview of the proposed changes <br /> to the City's agreement for <br /> solid waste collection, includ- <br />ing such areas as clarification of the legal language, an increase in <br />neighborhood clean-up collections from one to two per year, distribution <br />of gate and collection fees into separate accounts, provision of <br />bin service by additional vendors in cases where the contractor cannot <br />provide service within five days from date of request, requirement of <br />reflectorized materials on bins in public rights-of-way, and the right <br />to dispose of materials at authorized locations other than County land <br />fills. <br /> <br />The City Attorney reported that he had researched State law relative to <br />waste collection, and was satisfied that the proposed agreement did not <br />violate anti-trust legislation; he also reviewed specific contract language. <br /> <br />Councilmembers requested that staff provide additional information regard- <br />ing continued collection in the event of a strike by contractor personnel, <br />the need for additional insurance for clean-up bins requested by Community <br />Development, provision of a performance bond to cover start-up costs by <br />the City in the event of an emergency, and additional information relative <br />to the City's payment schedule to the County. <br /> <br />RECESS <br />EXECUTIVE SESSION <br />RECONVENE <br /> <br />with the same members present. <br /> <br />At 5:36 p.m., the Council <br />recessed to Executive Session <br />for personnel purposes, and <br />reconvened at 7:04 p.m., <br /> <br />ADJOURNMENT By unanimous informal consent, <br /> at 7:05 p.m., the Council meeting <br /> was adjourned in honor of R. <br /> Thomas McLean, a prominent <br />Santa Ana businessman and City Redevelopment Commissioner, who passed <br />away quite suddenly on December 10, 1982. <br /> <br />/)}~nice C.
