MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 20, 1982 <br /> <br />The meeting was called to order by Mayor Gordon Bricken at 1:13 p.m., in <br />Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, R. W. Luxembourger, J. Ogden Markel, Patricia <br />A. McGuigan, and Mayor Gordon Bricken. Also present were City Manager <br />A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council <br />Janice C. Guy. Councilmembers Daniel E. Griset and Alfred C. Serrato <br />joined the meeting at 1:16 p.m., and 2:05 p.m., respectively. <br /> <br />WORK STUDY SESSION The City Manager responded to <br />SOLID WASTE CONTRACT the questions which had been <br /> posed by the Council at its <br /> prior work study session on <br />December 13, regarding the solid waste contract, stating that the con- <br />tract called for a performance bond of $100,000.00; that in the event of <br />a strike by contractor employees, either City employees and/or independent <br />contractors could be mobilized; and that damages could be assessed for <br />any work stoppage of over ten days. He also explained the cash flow <br />relative to County gate fees. Councilmembers raised several questions, <br />relative to specific contract language which were responded to by the <br />City Manager and City Attorney.. CA 99.5 <br /> <br />RECESS <br />EXECUTIVE SESSION <br />RECONVENE <br /> <br />At 1:53 p.mo, the Council <br />recessed to Executive Session, <br />and reconvened in the Council <br />Chambers at 3:17 p.m., with all <br />members present. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of <br />Allegiance to the Flag, the <br />Invocation was given by Council- <br />man Markel. <br /> <br />CONSENT CALENDAR <br />ITEMS REMOVED <br /> <br />The following items were removed <br />from the Consent Calendar: 3C, <br />3E, 5, SA, 12B, 13A, 13B, 13C, <br />18C, and 19B. <br /> <br />BID AWARD <br />PROJECT 8537 <br />CONT'D TO 1/3/83 <br /> <br />from David Frattone Engineering, and POD, <br />and report: <br /> <br />Mayor Bricken announced that <br />action on the following item was <br />to be continued to January 3, 1983, <br />referring communications received <br />Inc., to staff for investigation <br /> <br />PROJECT 8537 - MacArthur Boulevard Median Landscaping <br />and Improvements - Transportation Department; ASL <br />Consulting Engineers, in the amount of $21,700.00. <br />(Agenda Item 3E) <br /> <br />CA 89f <br /> <br />CITY COUNCIL MINUTES <br /> <br />414 <br /> <br />DECEMBER 20, 1982 <br /> <br /> <br />
