<br />F. The Applicant is requesting site plan approval for the project (Site Plan <br />Review No. 2004-06). The zoning designation for the subject property is <br />Specific Development Plan No. 43 (SD-43). <br /> <br />1. Section 41-593.5(c) of the Santa Ana Municipal Code requires <br />review of all plans within a specific development plan area to ensure <br />the project is in conformity with the Specific Plan. <br /> <br />2. The project is in compliance with all applicable development <br />standards outlined within the Specific Development Plan (SD-43). <br /> <br />3. The project has been determined to be in compliance with applicable <br />parking, landscaping and architectural provisions governing the <br />project, with the exception of the setback which is addressed in <br />Variance No. 2004-11 above. <br /> <br />Section 2 Pursuant to Public Utilities Code Sections 21670 and 21676, the City <br />Council of the City of Santa Ana hereby finds the project to be consistent with the <br />purposes of the State Aeronautics Act: <br /> <br />A. How does this project provide for the orderly development of JWA? <br /> <br />1. The City of Santa Ana has considered the long-range development <br />plans that exist for JWA. <br /> <br />i. The AELUP is not based upon a twenty-year master plan for <br />JWA. Rather, the ALUC assumes that JWA will continue to <br />operate the present day levels until at least December 31, <br />2015. "The Commission assumes that the Airport will <br />continue to operate in accordance with the JW A Master Plan <br />until at least 2003. The settlement agreement modifications <br />were also approved by the two citizens groups which are <br />signatories to the original 1985 Settlement Stipulation. <br />These modifications increase the regulated Average Daily <br />Departures from 73 to 89, and the permitted number of <br />commercial passenger loading bridges from 14 to 18. This <br />activity level will continue through, or after, December 31, <br />2015. John Wayne Airport will be preparing a Master Plan <br />amendment to reflect these modifications to the settlement <br />agreement."
