<br />ALUC Minutes <br />Page 9 <br />January 15,2004 <br /> <br />Commissioner Webb moved to find the project Consistent, and stated that the ALUC should <br />otherwise give Mr. Mola some guidance that the area's existing 229' height is appropriate or that <br />some other similar height is Consistent. <br /> <br />A general discussion ensued among the members, staff, and Mr. Mola about the area's existing <br />heights, average building floor-heights, and grade elevations in terms of sea level and above ground. <br /> <br />The Chairman suggested the ALUC use this opportunity to add its concerns regarding proximity to <br />aircraft, overflights, sight and sound of localized flights, and the height so as to inform the City that <br />the site is a poor place for such a project. <br /> <br />A discussion ensued among those present regarding the elevation of JW A and its Part 77 Imaginary <br />Surfaces and the elevation of the nearby existing building, the current maximum being 229', as well <br />as Mr. Mola's proposal. <br /> <br />Mr. Mola suggested that the ALUC make a statement to benefit the City and other developers that <br />229' above sea level is the acceptable height, although he would not agree with that figure. <br /> <br />Another discussion ensued among the Commissioners, staff, and Mr. Mola regarding language to <br />augment the staff recommendation by expressing the ALUC's consensus on height and other related <br />outstanding concerns. <br /> <br />Replying to Commissioner Propst, Mr. Mola estimated that reducing his project by about 50' could <br />cost him five million dollars. <br /> <br />Chairman Bresnahan agreed with Commissioner Campbell that the modifications to the staff <br />recommendation are not arbitrary or capricious, the matter being well discussed at this point, <br />although he does not prefer findings of conditional Consistency. <br /> <br />On the motion and second of Commissioners Webb and Propst, staff s recommendation was adopted <br />as amended to include the condition that the project not exceed 229' AMSL in height and to inform <br />the City that, due to aircraft over-flights and their resulting effects on occupants and on airport <br />operations, the site is a poor location for such a building and land use, with Commissioner Campbell <br />voting No and with Commissioners Harris and Kranser Abstaining. <br /> <br />ONGOING BUSINESS: <br /> <br />2. Administrative Status Report: <br /> <br />Executive Officer Golding informed the Members that she will attend a special meeting of the City <br />of Irvine Planning Commission on January nnd covering the issue of expanding residential <br />development in the Irvine Business Complex around JW A. She expressed her concern with this <br />trend occurring next to the only commercial Orange County airport, and she stated her intention to <br />keep the ALUC informed. <br /> <br />Ms. Golding next informed the members that she and Staff Analyst Brady had developed a matrix <br />for the ongoing general plans consistency review and that they have entered the data for the cities <br />surrounding JW A and will continue with the cities around FMA, etc. She explained that staff will <br />develop suggested text and meet with the individual planning departments, while additional agencies <br /> <br />75C-172 <br />
