The Bidder will <br />work with DHS to avoid duplication of effort and to complete this project in the shortest <br />possible period of time, and should review and utilize, to the extent possible, the <br />information developed during the assessment conducted by the DHS resources. After a <br />review of the mission and goals of the Regional Technology Integration Initiative (RTII), <br />Bidder should determine to what extent it would be able to collaborate with DHS and <br />what information developed by the RTII team will be useful. Bidder should include in <br />their response an analysis of this potential relationship and how it affects Bidder's <br />proposal. <br /> <br />VISION <br /> <br />The vision for the Santa AnalAnaheim Urban Areas is to have a well-coordinated. regional emergency <br />management system built upon sound and effective response protocols. to prevent, respond to and <br />recover from terrorist threats or incidents, Weapons of Mass Destruction (WMD) events or any other <br />incident that threatens the wellness or safety of the community. This vision will be achieved through <br />cooperation and coordination between the 10 public sector disciplines: Fire Service, Law Enforcement, <br />Emergency Management. Hazardous Materials, Public Works, Public Health. Health Care, Emergency <br />Medical Services, Public Safety Communications. Government Administrative. as well as private industry <br />and community-based groups. <br />DESCRIPTION OF THE ORANGE COUNTY OPERATIONAL AREA <br /> <br />The Orange County Operational Area encompasses all of Orange County. which is located In the heart of <br />Southern California with Los Angeles County to the north. Riverside County to the east. San Diego <br />County to the south. and the Pacific Ocean to the west. It covers a land area of nearly 800 square miles <br />with 42 miles of coastline. The southernmost portion is only 70 miles from the international border with <br />Mexico. Orange County land use is 30% devoted to residential housing. the majority of which are single- <br />family detached units; 27% dedicated to open space and recreation: and 20% is vacant or devoted to <br />agricultural activities. It is a beautiful county with much to offer including 42 miles of pristine beaches. 2 <br />major harbors. vast wilderness parks and open space. top-rated attractions, world-class shopping, <br />cultural arts, 5 universitieslcolleges, and an average of 143 clear. sunny days per year. <br /> <br />Orange County has a population of over 2.9 million people with an annual visitor population of <br />approximately 42 million people. It is ranked second in California in both population and population <br />density. It is the fifth largest county population in the nation and has more residents than 21 states. <br />Orange County's population by ethnicity is 50.5% Non-Hispanic white, 31.8% Hispanic. 13% Asian/Pacific <br />Islander and 6% black/other. The median age is 32 years. <br /> <br />Although only 13% of the county's land area is used for commercial. industrial. and public institutional <br />uses, Orange County is ranked as the 31st largest economy in the world and the 39th in gross product- <br />ahead of nations such as Turkey. Finland, Greece. and Thailand.
