<br />URS <br /> <br />January 11, 2005 <br /> <br />Captain George Saadeh <br />Santa Ana Police Department <br />60 Civic Center Plaza <br />Santa Ana, CA 92702 <br /> <br />Subject: Request for Proposal for Preparation of Countywide Strategic Plan for Terrorism <br />Preparedness <br /> <br />Dear Captain Saadeh: <br /> <br />In response to RFP # 04-146, URS Corporation (URS) is pleased to provide this proposal, <br />demonstrating the unique benefits offered by the URS team to develop a strategic plan for the Santa Ana and <br />Anaheim Urban Areas and the Orange County Operational Area. The Plan will include a comprehensive risk <br />assessment, capabilities assessment and a prioritized expenditure strategy. <br /> <br />Our goal, achieved through a process of consensus building, will be to create a sustainable model for <br />preparedness to prevent, respond to, and recover from threats to the operational area. The plan will identify <br />gaps and develop strategies to fill those gaps on a countywide basis using existing and future grant funds. <br /> <br />URS is one of the world's leading engineering services firms. More importantly, we have operated in <br />Orange County for more than 40 years. The Santa Ana office, with more than 260 employees, has worked <br />for virtually every governmental agency in the County on a variety of assignments, ranging from infrastructure <br />to environmental projects. <br /> <br />URS has undertaken hundreds of security, emergency preparedness and force protection/anti- <br />terrorism projects across the country. We served, for example, as program manager for FEMA's response and <br />recovery effort in New York City in the wake of the attacks on the World Trade Center.
