<br />~'''t. <br />.~~ <br />~ <br /> <br />COMB/NED AREAS STRATEGIC PLAN <br />FOR TERRORISM PREPAREDNESS <br /> <br />2.3 PROJECT ApPROACH <br /> <br />The project will be managed from the URS office in Santa Ana. Ca. under the direction of the project manager. <br />Tom Wall. Senior staff, including David Marx, from other southern California offices will be directly involved in <br />the process and available for face-to-face meetings with no more than 24-hour notice. The Santa Ana URS <br />office staff will provide administrative and accounting support. <br /> <br />URS has served our public-and private-sector clients for more than 20 years in all areas of security <br />preparedness projects and strategic plans. This experience ranges from urban area security initiative strategic <br />plans to full security system designs for large international airports. Over the past decade. URS has completed <br />tasks and projects ranging from threat/vulnerability assessments, emergency response. and preparedness <br />training to security systems engineering, biometrics technologies (facial recognition. chemical! bio sensors). <br />force protectionlthreat reduction. facility designlbuild construction. and business risk management. <br /> <br />2.3.1 Management Plan <br />Given the magnitude of the effort and the short time frame allocated for the project, URS has organized a <br />project team as outlined in the attached Organizational Chart. The two principal URS points of contact will be <br />Tom Wall, Project Manager, and David Marx. Principal-in-Charge and manager of the technical effort. The <br />team is further broken down into technical areas of responsibility as indicated on the chart. with administrative, <br />accounting and support staff assigned as necessary. <br /> <br />Biosketches for key personnel and resumes for all members of the team are included in Section 2.4. Team <br />members were chosen based upon their experience and competence with similar projects and/or technical <br />areas. All team members have worked together on other projects and have proven success working on multi. <br />jurisdictional assignments with tight schedules. <br /> <br />Key Personnel and Task Leaders <br />In addition to the project manager, technical manager. and support staff (as indicated on the organizational <br />chart), the URS team is organized into a series of functional areas each led by a Team Leader. The functional <br />areas include: data management, risk assessment. capabilities assessment. gap analysis/needs prioritization, <br />spending plan development, and meeting facilitationlconsensus building. Tom Wall will serve as the primary <br />client point of contact for all project tasks and supervise the efforts of the task leaders. David Marx will lead the <br />technical effort and ensure the quality and timeliness of all deliverables. Together, Tom and David will be <br />constantly available to support client activities. <br /> <br />Each team leader is responsible for that team's effort and will supervise the work in that area of responsibility. <br />The first task for Team Leaders is to prepare Project Management Plans (PMPs) for each task immediately upon <br />authorization to proceed. The PMPs describe the client's objectives, the scope of work and technical approach, <br />budget. project organization and contact list, interim milestones, deliverable schedule, technical review <br />requirements. and staff assignments to ensure complete, timely. and on-budget deliverables.
