MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 24, 1983 <br /> <br />Following a tour of the Edvard Munch exhibit at Newport Harbor Museum, <br />Evelyn Hart, Mayor of the City of Newport Beach, called to order a meet- <br />ing of councilmembers, staff and public from the cities of Costa Mesa, <br />Irvine, Newport Beach, and Santa Ana, at 7:46 p.m., in the Community <br />Room of the Newport Center Branch Library, 850 San Clemente Drive, <br />Newport Beach. <br /> <br />Santa Ana Councilmembers present were R. W. Luxembourger, J. Ogden Markel, <br />Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City <br />Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the <br />Council Janice C. Guy. Councilmembers John Acosta, Daniel E. Griset, and <br />Alfred C. Serrato were absent. <br /> <br />INTER-CITY LIAISON COMMITTEE Herman Basmaciyan of Basmaciyan- <br />5-YEAR TRANSPORTATION STUDY Darnell, Inc. outlined the basic <br /> premise of a 5-year transporta- <br /> tion study, for Central Orange <br />County involving the cities of Costa Mesa, Irvine, Newport Beach, and <br />Santa Aha, i.e., that no funding would be available for capital improve- <br />ments proposed in the CENTROCCS study other than that available in the <br />City budgets of the cities involved in the project; and that basic travel <br />behavior patterns for the area would not change. He further discussed <br />growth projections for the major land uses in the area, and estimates of <br />trip-making based on those projections. In response to a specific ques- <br />tion relative to the John Wayne Airport, Mr. Basmaciyan indicated that <br />his firm anticipated no major change in that facility, and reported his <br />studies indicated approximately 15,000 trips per day were generated at <br />the airport out of 1.3 million per day for the CENTROCCS area. <br /> <br />A1 Hollinden gave a slide presentation which reinforced Mr. Basmaciyan's <br />statements regarding funding. Through a slide presentation, he demon- <br />strated how inflation was eroding gas tax revenues, resulting in decreased <br />purchasing power for capital improvements in each of the four cities. <br />He suggested that, realistically, possible revenue sources for roadway <br />construction might be available from the State Motor Fuel Tax, City <br />parking fees, additional sales tax, development fees, and assessment <br />districts. He added that trip ends might be utilized as the basis to <br />calculate developer and/or assessment district fees. Both Mr. Basmaciyan <br />and Mr. Hollinden responded to questions and comments from the council- <br />members present. <br /> <br />Mayor Bricken announced to the assembled group that Santa Ana had been <br />awarded the distinction of an All-America City Award by the National <br />Municipal League. <br /> <br />CITY COUNCIL MINUTES 65 FEBRUARY 24, 1983 <br /> <br /> <br />
