<br />CITY COUNCIL c:OMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />February 15, 2005 <br /> <br />CALL TO ORDER <br /> <br />The meeting convened at 5:53 p.m. in Room 831 of City Hall. <br /> <br />ATTENDANCE <br /> <br />The following Councilmembers were present: Lisa Bist (Via teleconference), Alberta Christy and <br />Carlos Bustamante <br /> <br />Staff present were: Jim Ross, Executive Director/Public Works Agency; Kenneth Adams, <br />Assistant Director/Planning and Building Agency; Ben Kaufman, Chief Assistant City Attorney; <br />George Alvarez, City Engineer; David Biondolillo, Transportation Analyst; and Mary Gonzales, <br />Projects Manager. <br /> <br />AGENDA ITEMS <br /> <br />1. <br /> <br />APPROVAL OF MINUTES - Approved by a vote of 3:0 <br />A. October 26, 2004 Meeting Cancelled <br /> <br />2. <br /> <br />BANNERS ALONG HUTTON CENTRE <br /> <br />Mary Gonzales requested that the item be officially tabled since the applicant has <br />formally withdrawn their proposal to move forward with the banner program. No reason <br />was given by the applicant. Item was tabled by acclimation. <br /> <br />3. <br /> <br />LOCOMOTIVE HORNS AND QUIET ZONES <br /> <br />Jim Ross gave an overview of the safety issue concerns raised by the use of passenger <br />and freight trains horns in urban areas from the national and state perspective. He cited <br />safety as the paramount concern of the federal transportation agency at all at-grade <br />crossings of train tracks, public streets and roads particularly in urban areas. <br /> <br />David Biondolillo provided technical backup to highlight the federal proposal to <br />implement quiet zones and he informed the committee the specific technical <br />requirements have to be determined. He informed the committee that a federal EIR and <br />a CalTrans EIR were being undertaken to evaluate safety issues in the Los Angeles - <br />San Diego Train corridor. <br /> <br />George Alvarez spoke briefly on the passenger train safety issues that were being <br />addressed at the Orange County Transit Authority. <br /> <br />The committee members asked several questions to clarify technical issues and <br />received and filed the information received from staff. <br /> <br />, . <br /> <br />138-1 <br /> <br />
