The proposed new <br />Section 15-258 establishes comprehensive requirements for issues such as <br />telephone call response times, local payment and equipment exchange <br />offices, emergency repair response and staffing standards, billing and <br />complaint procedures, and subscriber complaints and disputes. The ordinance <br />also establishes standards for imposition of penalties by the City for the <br />franchisee's failure to comply with these requirements.
