<br />Appeal No. 2005-01 <br />April 18, 2005 <br />Page 2 <br /> <br />Analysis of the Issues <br /> <br />A Park Santiago resource survey, conducted by architectural historian <br />Leslie Heumann, identified 20 significant historical properties in the <br />Park Santiago neighborhood as candidates for placement on the Santa Ana <br />Register of Historical Properties. The subject structure located at 317 <br />East Santa Clara Avenue was included as a candidate as it meets the <br />minimum selection criteria for inclusion on the Santa Ana Register of <br />Historical Properties. It is over 50 years old and exemplifies the Tudor <br />Revival architectural style. The Wettlin House, built circa 1926, is <br />eligible to be categorized as Key for its distinctive architectural style <br />and quality as illustrated by its steeply pitched, cross-gabled roof; <br />front gable detailed with a clipped or jerkinhead peak; and arched front <br />door with an octagonal window; a series of tripartite windows, some <br />topped by a transom; and a front gabled dormer accented with an arrow <br />tipped bargeboard and exposed beams. <br /> <br />Prior to the City initiating the placement of this structure on the <br />Register, courtesy letters were mailed on December 16, 2003 to the <br />affected property owners inviting them to attend a special presentation <br />explaining the implications and benefits of being placed on the Santa Ana <br />Register of Historical Properties. Following the presentation, staff <br />attempted to contact the property owner by phone to discuss any concerns <br />or questions the owner had regarding the proposed historic designation. <br />At the February 5, 2004 public hearing, Mr. and Mrs. Meyer expressed <br />their concern regarding the proposed historic designation and requested a <br />one-year continuance to allow additional time to research the subject. <br />The Historic Resources Commission reconsidered the item on February 3, <br />2005, at which time the owners again expressed their opposition to the <br />placement of their property on the local Historic Register. Based on the <br />architectural significance of the house, the Commission approved the <br />placement of the Wettlin House on the Santa Ana Register of Historical <br />Properties and categorized it as Key. Therefore, it is recommended that <br />the City Council uphold the decision of the Historic Resources Commission <br />and adopt the resolutions approving Historic Resources Commission <br />Application No. 2004-08 and Historic Register Categorization No. 2004-08. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review.
