MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />March 15, 1983 <br /> <br />The meeting was called to order by Vice Mayor R. W. Luxembourger at 6:05 <br />p.m., in the City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, Daniel E. Griset, J. Ogden Markel, Patricia A. <br />McGuigan, and Vice Mayor Luxembourger. Also present were City Manager <br />A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council <br />Janice C. Guy. Mayor Gordon Bricken and Councilmember Alfred C. Serrato <br />were absent. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of Alle- <br />giance to the Flag, the Invoca- <br />tion was given by Councilmember <br />McGuigan. <br /> <br />OATH OF OFFICE <br />VICTOR ALLEMAN <br />CRC <br /> <br />on March 14, 1983. <br /> <br /> The Clerk of the Council adminis- <br /> tered the Oath of Office to <br /> Victor Alleman, appointed to the <br /> Community Redevelopment Commission <br />Mr. Alleman was welcomed by members of the City Council. <br /> 110.15.3U <br /> <br />JT. PUBLIC HEARING-SALE OF CRA <br />PROPERTY TO BIRCHPARK ASSOCIATES <br />RES. NO. 83-29 - ADOPTED <br />FLOWER PARK COMMITMENT REAFFIRMED; <br /> <br />STAFF AUTHORIZED <br /> <br />The Vice Mayor announced that <br />this was the time and place for <br />the joint public hearing of the <br />Community Redevelopment Agency <br />and the City Counci~ of the City <br />of Santa Aha for the proposed <br /> <br />sale of property by the Community Redevelopment Agency of the City of Santa <br />Ana to Birchpark Associates, of a site bounded on the north by Flower <br />Street Park, on the west by Olive Street, on the south by First Street, <br />and on the east by Flower Street. <br /> <br />The Director of Real Estate and the Executive Director of the Redevelop- <br />ment Agency identified the project and presented staff's recommendation. <br /> <br />There were no written communications. <br /> <br />Jonathan Webb, Forest City Dillon, informed the Council that he and the <br />architect for the project were available for questions. <br /> <br />There were no speakers on the matter. <br /> <br />Councilmembers expressed concerns regarding Flower Park and adequate <br />parking. Staff responded that the action being taken included a commit- <br />ment to the continued maintenance of Flower Park, and that additional <br />parking could be provided for the project if required. <br /> <br />The Vice Mayor closed the public hearing. <br /> <br />CITY COUNCIL MINUTES 78 MARCH 15, 1983 <br /> <br /> <br />
