Councilmember <br /> Serrato presented an Environ- <br />mental Award, honoring the City for receiving the 1982 "Best Community <br />Park Award" from the California Park & Recreation Society, to Allen <br />Doby, Director, Recreation, Parks & Community Services. 900 <br /> <br />PUBLIC HEARING <br />VACATION - ROE DRIVE <br />RES. NO. 83-38 - ADOPTED <br /> <br />The Vice Mayor opened the <br />public hearing on the proposed <br />vacation of Roe Drive between <br />Main Street and Arnett Drive. <br /> <br />The Assistant Director of Redevelopment and Real Estate presented the <br />staff report and recommendations. <br /> <br />The Clerk of the Council reported no written communications. <br /> <br />There were no speakers on the matter. The Vice Mayor closed the public <br />hearing. <br /> <br />MOTION was made by Acosta, seconded by Markel, to adopt the foilowing <br />resolution: <br /> <br />RESOLUTION NO. 83-38 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA VACATING ROE DRIVE <br />BETWEEN MAIN STREET AND ARNETT DRIVE. <br /> <br />AYES: Acosta, Griset, Luxembour§er, Markel, McGuigan, Serrato <br />NOES: None <br />ABSENT: Bricken File 1040.20 <br /> <br />ORAL COMMUNICATIONS Councilmember Griset requested <br />COUNCILMEMBERS that the following editorial <br /> entitled "Santa Ana- Worth <br /> Celebrating," dated March 18, <br />1983, from the Los Angeles Times, be entered in its entirety in the <br />minutes of the ~ity Council meeting of March 21, 1983: <br /> <br />"The changes in Santa Ana go far beyond the redevelopment of its blighted <br />downtown areas. It is turning into a different city not only physically <br />but also philosophically. <br /> <br />If the people of Santa Ana or their neighbors in Orange County fail to <br />notice the change and the spirit behind it, they need only ponder the <br />city's selection by the National Municipal League for the prestigious <br />All America City award. Only eight cities nationwide were so honored <br />this year. <br /> <br />If someone had suggested a few years ago that Santa Aha would earn this <br />national honor, there would have been more than a few skeptics--and <br />understandably so.
