MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL <br /> OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />April 18, 1983 <br /> <br />The meeting was informally convened in Room 831, City Hall, 20 Civic Center <br />Plaza, at 12:12 p.m. Councilmembers present were Daniel E. Griset, P. Lee <br />Johnson, Daniel H. Young, and Mayor R. W. Luxembourger. Also present were <br />City Manager A. J. Wilson, City Attorney Edward J. Cooper, Clerk of the <br />Council Janice C. Guy, and all members of the City Manager's administrative <br />staff. Councilmembers John Acosta and Patricia A. McGui'~an arrived at <br />12:20 p.m. and 12:27 p.m., respectively. Councilmember Gordon Bricken was <br />absent. <br /> <br />NEW COUNCIL ORIENTATION <br /> <br />The City Manager briefly reviewed the City's organizational structure <br />and allocation of resources by major service category in the City's 1982-83 <br />budget. He explained the ori~gin of the Utility Tax, emphasizing that the <br />tax provided six percent of the City's resources, He also discussed the <br />current status of State funding relativ~to local governments, mentioning <br />that several taxes including the Motor Vehicle License and cigarette tax, <br />which, although collected statewide, are apportioned to local jurisdictions, <br />and were being considered for exclusive use by the State of California to <br />the detriment of local revenues. <br /> <br />There were no questions by Council. <br /> <br />ADJOURNMENT <br /> <br />At 12:46 p.m., the meeting was adjourned by unanimous informal consent. <br /> <br />CITY COUNCIL MINUTES <br /> <br />111A <br /> <br />APRIL 18, 1983 <br /> <br /> <br />
