MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />May 11, 1983 <br /> <br />The meeting was called to order by Mayor R. W. Luxembourger at 5:34 p.m., in <br />Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present were <br />P. Lee Johnson, Patricia A. McGuigan, Dan Young, and Mayor R. W. Luxembourger. <br />Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, <br />Clerk of the Council Janice C. Guy, and the chairmen of the City's various <br />boards and commissions. Councilmember Daniel E. Griset arrived at 5:49 p.m.; <br />Councilmembers John Acosta and Gordon Bricken were absent. <br /> <br />The City Manager provided a brief overview of staff's efforts relative to <br />the development of Santa Ana as a "quality urban center," explaining the <br />bases of the plan were economic development, neighborhood enhancement, a <br />quality image for Santa Ana and a quality urbane lifestyle. He described <br />sub-programs for each of the four areas and emphasized the need for a <br />coordinated planning strategy which considered all the areas simultaneously. <br />He explained that much had been accomplished through the recent completion <br />of the General Plan, the establishment of the new redevelopment areas, the <br />identification of specific neighborhoods within the City, and the designation <br />of transportation corridors. <br /> <br />The Mayor requested assistance from the assembled chairmen in "selling" the <br />City, emphasizing that Santa Ana still had numerous problems to be overcome, <br />but expressing his belief that Santa Ana's negative image could be dispelled <br />with a "grass roots" effort. <br /> <br />The chairmen then provided an update of their respective boards and commis- <br />sions and expressed a few of their concerns, among them, the desire of the <br />Cultural Heritage Evaluation Committee to coordinate with and assist the <br />other boards and commissions in the City, the need for continuation of an <br />architectural review process in light of that board's scheduled discontinua- <br />tion in the near future, the possible need for outside counsel for the Code <br />Appeals Board, a clearer definition of the role of the Housing Commission, <br />and the low per capita expenditure for the Library. <br /> <br />At 7:30 p.m., the meeting was adjourned by unanimous informal consent to <br />12:00 Noon on May 16, 1983, in Room 831, City Hall, 20 Civic Center Plaza. <br /> <br />/~nice C.
