<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />fJf1 <br />~n~ <br />~~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />MAY 2, 2005 <br /> <br />TITLE: <br /> <br />CONTRACT AMENDMENT FOR <br />SECURITY AND LOCK SYSTEM <br />(SPEC, NO, 04-138) <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />-.::V"" <br /> <br />/) <br />~ / / /~/;Z/ <br />/ ..' / <br />/a ,/!/. <'&,,>- <br />"~ ".<:1.-'1: Co..: J <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Amend the contract <br />for the purchase <br />security system by <br /> <br />with Tony's Lock & Safe Service, a Santa Ana vendor, <br />and installation of an access control lock and <br />$21,999.42 for a total not to exceed $44,870.90. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of <br />urban areas by ensuring that all emergency first responders have <br />adequate equipment and systems to prevent, respond to and recover from <br />acts of terrorism, The grant provides total reimbursement to local <br />agencies for equipment purchases approved and authorized by the federal <br />Office of Domestic Preparedness, <br /> <br />On December 20, 2004, the City Council awarded a contract to Tony's <br />Lock & Safe Service, a Santa Ana vendor, for the purchase of a padlock <br />security and lock system for facilities such as reservoir gates and <br />control valves, The Public Works Agency's Water Production Division is <br />continuing with its security enhancement proj ect to retrofit access <br />doors at all pump houses with an electronic locking mechanism that will <br />selectively allow access to designated individuals and will prohibit. <br />unauthorized individuals from gaining access to the pumps and well <br />houses. In addition, this electronic system will provide staff with <br />important transaction information detailing who has accessed these <br />areas.
