MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 6, 1983 <br /> <br />The meeting was called to order by Mayor R. W. Luxembourger, at <br />1:47 p.m., in Room 147, City Council Chambers, 22 Civic Center Plaza. <br />Councilmembers present were John Acosta, Gordon Bricken, Daniel E. <br />Griset P. Lee Johnson, Patricia A. McGuigan, Dan Young, and Mayor R. W. <br />Luxembourger. Also present were City Manager A. J. Wilson, City <br />Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />FINANCIAL FORECASTING <br /> <br />The City M~nager reviewed the City's financial status, discussing such <br />subjects as the impacts of inflation on the dollar, the recent use of <br />surplus funds to maintain City operations, and the revenue shortfall <br />caused primarily by the economy, which had resulted in decreases in <br />sales tax and the loss of State bail-out funds. <br /> <br />He discussed "one-tim~" revenues the City received this year due to <br />rebates on the gas tax and from the Public Enployee Retirement System, <br />elastic revenues, intergovernmental revenues, restricted revenues and <br />the property tax. The Manager added that specific details were <br />contained in the revenue summary contained in the Annual budget <br />document. <br /> <br />The City Manager then responded to Councilmembers' questions, and noted <br />that budget review sessions would be held from 12:00 Noon to 3:00 p.m., <br />beginning on June 20, 1983, prior to each regular Council session, <br />through July. Councilmembers discussed their concerns relative to <br />several Consent Calendar items. <br /> <br />At 3:11 p.m., the Council recessed and reconvened in the Council <br />Chambers at 3:20 p.m., with all Councilmembers present. <br /> <br />pLMnGE OF AL~.MGIANCE <br /> <br />IN-~OCATION - Councilmember Gordon Bricken <br /> <br />Councilm~mber Acosta registered a no vote on item $3F. Item $8, Notice <br />of Exemption and EX 83-12, was withdrawn at applicant's request and <br />removed from the agenda.
