MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />July 5, 1983 <br /> <br />The meeting was called to order at 12:25 p.m., in Room 147, City Council <br />Chambers, 22 Civic Center Plaza, by Mayor R. W. Luxembourger. Council- <br />members present were Daniel E. Griset, P. Lee Johnson, Patricia A. <br />McGuigan, Dan Young, and Mayor R. W. Luxembourger. Also present were <br />City Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of <br />the Council Janice C. Guy, as well as members of the City's Executive <br />Management staff. Councilmembers John Acosta and Gordon Bricken joined <br />the meeting at 12:30 p.m., and 1:40 p.m., respectively. <br /> <br />BUDGET REVIEW SESSION <br /> <br />The City Manager advised the Council that the failure of the State to <br />adopt its budget was causing uncertainty for local governments, including <br />Santa Aha. He cited the possible loss of State subventions, and a possible <br />redistribution of the property tax between cities and counties as factors <br />contributing to a shortfall. He noted that, at the present time, an <br />increase in the State sales tax had not been approved and indicated that <br />should Santa Ana lose funding from any of the aforementioned sources, the <br />Council would have some difficult decisions regarding allocations in the <br />City's budget. The Manager mentioned that one possible source of revenue <br />was an increase in the property tax which could be adjusted upward by one <br />percent plus any debt existing prior to the imposition of Prop 13,. and <br />added that the City's pension debt met this requirement. He also indicated <br />that the Council might wish to consider raising the transient occupancy <br />tax. <br /> <br />Following the Manager's summary relative to funding problems, the Council <br />reviewed the Recreation and Parks' budget, noting the loss of ten part- <br />time positions in the department. The Director of Recreation and Parks <br />responded to Councilmembers' questions, and in response to an inquiry <br />relative to commercial ventures in City parks, the Councilmembers indicated, <br />by general consensus, a desire to increase commercialism in order to <br />make parks more self-supporting. <br /> <br />The Council reviewed the Fire Department budget; the City Manager briefly <br />overviewed the positions and noted that the equipment reserve fund was <br />being maintained. Councilmembers expressed their concerns relative to <br />possible loss of the City's Class 1 fire rating, and inquired as to what <br />methods might be utilized to maintain the City's fire services at the <br />current standards. The Mayor suggested improving the building code, <br />"civilianizing paramedic services," possible installation of fire assess- <br />ment districts and Councilmember Johnson suggested an investigation of <br />imposing charges for negligently caused fires. The Fire Chief responded to <br />Councilmembers' questions. <br /> <br />The Council recessed at 1:53 p.m., and reconvened at 2:09 p.m., with all <br />members present. <br /> <br />CITY COUNCIL MINUTES 207 JULY 5, 1983 <br /> <br /> <br />
