<br />Consolidated Five Year Plan <br />And Annual Update <br />May 2, 2005 <br />Page 2 <br /> <br />HUD regulations require that residents of each jurisdiction have an <br />opportunity to comment on the City's housing and community development <br />needs and the development of proposed activities to address these needs in <br />the Consolidated Plan. In order to obtain input, a comprehensive survey <br />of the City's needs was distributed in three languages to more than 14,000 <br />stakeholders comprised of residents, social service providers, and <br />business people. The survey was also made available on the City's website <br />and was advertised through public notices in three different languages. <br />More than 1,200 surveys were returned. <br /> <br />Addi tionally, three communi ty meetings were held where the public was <br />invited to provide input on the City's needs. The public was given the <br />opportunity to provide input verbally, in writing, and to participate in a <br />board game exercise focusing on the City's needs. These meetings were <br />advertised by means of the Ci ty' s websi te, cable, a flyer distributed <br />through the Pennysaver, public notices published in three languages, and <br />the cover letter distributed with the survey. <br /> <br />Central to the Consolidated Plan is the Strategic Plan, which outlines the <br />City's priorities for allocating financial resources among its housing and <br />community development needs. The proposed priorities are organized into <br />five different goals relating to owner-occupied and renter-occupied <br />housing needs, homeless needs, special needs populations, and community <br />needs. Specific programs are proposed, and numeric goals in the form of <br />outputs and outcomes are delineated. <br /> <br />HUD regulations require that the City make the proposed plan available in <br />a manner that affords citizens, public agencies, and other interested <br />parties a reasonable opportunity to examine its contents and submit <br />comments. Notification of the 30-day public review and comment period and <br />availability of the draft document was made by a notice published in three <br />languages, as well as by a public announcement placed on the City's cable <br />network. The draft document was also made available on the City's <br />websi te. The public comment period ended April 18. A public hearing <br />regarding the 2005-2009 Consolidated Plan was held on April 19, 2005, by <br />the Community Redevelopment and Housing Commission.
