MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA Ak~%, CALIFORNIA <br /> <br />September 19, 1983 <br /> <br />The meeting was called to order at 1:19 p.m., by Mayor R. W. Luxembourger, <br />in Room 147, Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, Gordon Bricken, Daniel E. Griset, P. Lee <br />Johnson, Patricia A. McGuigan, Dan Young, and Mayor Luxembourger. Also <br />present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, <br />and Clerk of the Council Janice C. Guy, as well as members of the City's <br />Executive Management staff and the press. <br /> <br />WORK STUDY SESSION - OVERVIEW OF HOUSING <br /> <br />The Director of Housing provided a videocassette presentation on Santa <br />Ana's housing programs, delineating the opportunities for funding for <br />improvements or construction of single family residences, ~ulti-family <br />residences, and describing special programs. Councilmember Young <br />emphasized the need for staff to pursue new housing opportunities. <br /> <br />Councilmember Bricken requested that the City Manager provide the Council <br />with a briefing on all relevant City programs before leaving for his new <br />position in Kansas City, Missouri. The City Manager indicated he would be <br />providing a 12M-day forecast of programs prior to his departure. <br /> <br />Councilmembers then discussed details relative to Consent Calendar items. <br />Councilmember McGuigan indicated concern regarding the increasing <br />availability of liquor, particularly in mini-markets located in gas <br />stations, and suggested Council scrutinize more closely applications for <br />such uses located in close proximity to schools and libraries. <br /> <br />At 2:36 p.m., the Council recessed and reconvened in the Council Chanbers <br />at 2:48 p.m., with all members present. <br /> <br />PT.RT]GE OF ~T.T.RGIANCE TO THE FLAG <br /> <br />INVOCATION - Mayor R. W. Luxen~)ourger <br /> <br />SPECIAL PRESENTATION - Proclamation presented by Councilmember P. Lee <br /> Johnson to Dr. Rand Hardy, Director of Shock and <br /> Trauma, and Jean Birky, R.N., Asst. Executive <br /> Director of Nursing Services, Western Medical <br /> Center, proclaiming the week of September 18-24, <br /> 1983, as "Emergency Medicine Week." <br /> <br />Items No. 16 and 19A were removed from the Consent Calendar. <br />Councilmember Johnson registered a "No" vote on item No. 3D, Project 9066 <br />only.
