MINUTES OF THE ADJOt~D REGOLAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SAN~A ANA, CALIFORNIA <br /> <br />October 10, 1983 <br /> <br />The meeting was called to order at 1:18 p.m., in Room 147, Council <br />Chambers, 22 Civic Center Plaza, by Vice Mayor Daniel E. Griset. <br />Councilmembers present were P. Lee Johnson, Patricia A. McG~igan, Dan <br />Young and Vice Mayor Griset. Also present were Acting City Manager Rex <br />Swanson, City Attorney Edward J. Cooper, Clerk of the Council Janice C. <br />Guy, as well as members of the Executive Management staff. Mayor R. W. <br />Luxembourger, Councilmember Gordon Bricken and Councilmember John Acosta <br />joined the meeting at 1:20 p.m., 1:32 p.m., and 2:~7 p.m., respectively. <br /> <br />Councilmembers discussed their concerns relative to Consent Calendar and <br />Agenda items. <br /> <br />In response to an inquiry from Councilmember McGuigan, the Director of <br />Planning and Development Services explained that land use regulations were <br />not an effective tool for control of alcoholic beverage license <br />applications. Councilmember McGuigan pointed out that significant <br />interest had been expressed in this subject at the League of California <br />Cities meeting in San Francisco, and that perhaps staff might find more <br />state support in the future for using land use as a controlling factor in <br />issuance of alcoholic beverage licenses. <br /> <br />Councilmember Young indicated some concern relative to the pre- <br />authorization resolutions related to IDB financing, suggesting staff might <br />want to investigate more stringent controls during the pre-application <br />process. <br /> <br />Acting City Manager Swanson distributed a memo dated October 10 outlining <br />major City departmental objectives for the next 12~ days. He also <br />indicated he would be providing a monthly narrative update and a weekly <br />letter to Councilmembers apprising them of progress made on various City <br />projects. <br /> <br />At 2 :~8 p.m., the Council recessed and reconvened in the Council Chambers <br />at 2:39 p.m., with all members present. <br /> <br />i~.RnGE OF AL~.EGIANCE TO THE FLAG <br /> <br />INVOCATION- Councilmember P. Lee Johnson <br /> <br />Councilmember McGuigan registered a "No" vote on item no. 2B. <br />Items 8D and 8E were returned to staff.
