79. ~I~REST ABASDO51V~NT 83-A4 - LINCOLN AVENUE AT SAN~A ANA BOULEVARD. <br /> <br />The Mayor opened the public hearing regarding Street Abandonment <br />83-A5 - Lincoln Avenue at Santa Aha Boulevard. <br /> <br />The Director of Planning and Development Services presented the staff <br />report and reco~z~endations. <br /> <br />The Clerk of the Council reported no written communications. <br /> <br />There were no speakers. The Mayor closed the public hearing. <br /> <br />MOTION: Continue the following resolution to October 24, 1983: <br /> <br />RESOLUTION NO. 83-123 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA AN~ VACATING A PORTION OF LINCOLN AVENUE NORTH OF SANTA ANA <br />BOULEVARD. <br /> <br />MOTION: Acosta SECOSD: Johnson <br /> <br /> VOTE: AYES: Acosta, Bricken, Griset, Johnson, Luxe~bourger, <br /> McGuigan, Young <br /> NOES: None <br /> ABSENT: None FILE 1040.20 <br /> <br />COUNCIL ~ ITEM - CABLE TV/COMMUNITY CEN-fER <br /> <br />Councilmember Acosta indicated that he had not been provided a preliminary <br />report that he had requested relative to a Request for Proposal for <br />construction of a Cable TV/Community Center in the Civic Center. <br /> <br />Councilmember Bricken declared a conflict of interest and left the <br />Chambers at 9:50 p.m. <br /> <br />Councilmember Acosta further elucidated his concerns, stating he felt that <br />insufficient time had been allowed for preparation of bids, and noting <br />that a feasibility study had not been done which might have included such <br />areas as site location, use of a dish antenna for the studio, possible <br />interference with Police communications, costs of "rehabbing" or <br />relocating the Police Annex, and several other items. <br /> <br />Acting City Manager Swanson responded that staff had been unable to <br />provide a preliminary report due to the fact that the building was being <br />designed for the tenant and that the City, in essence, was acting as a <br />construction supervisor. <br /> <br />Councilmember McGuigan also indicated concern that the Council had not <br />been notified prior to release of the RFP for construction of the Cable <br />TV/Con~unityCenter. Councilmember Young requested that this subject be <br />made a work study item at the October 24 Council meeting. <br /> <br />MOTION: <br /> <br />Instruct staff to notify the Council before Request for <br />Proposals on major projects ($10,~00 and over) are <br />released for bid. <br /> <br />CITY COUNCIL MINUTES <br /> <br />316 <br /> <br />OCTOBER10, 1983 <br /> <br /> <br />
