MINUTES OF THE ADJOURNED RE~JIAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SAN~A ANA, CALIFORNIA <br /> <br />October 24, 1983 <br /> <br />The meeting was called to order by Mayor R. W. Luxembourger, in Room 147, <br />Council Chambers, 22 Civic Center Plaza, at 1:11 p.m. Councilmembers <br />present wore John Acosta, Cordon Bricken, Daniel E. Griset, P. Lee <br />Johnson, Patricia A. McGuigan, Dan Young and Mayor Luxembourger. Also <br />present wore City Manager A. J. Wilson, City Attorney Edward J. Cooper, <br />and Clerk of the Council Janice C. Guy, as woll as members of the City's <br />Executive Management staff and the press. <br /> <br />WORK STUDY SESSION - BUSINESS IMPROVI~4ES~ DISTRICT <br /> <br />Mr. Lee Strong of Downtown Focus discussed briefly the history of <br />establishing business improvement districts and outlined the process <br />whereby a business improvement district might be installed in downtown <br />Santa Ana. He distributed to the Council a copy of a proposal to be <br />distributed to downtown merchants in the near future and responded to <br />Councilmembers' specific questions regarding the proposed annual budget <br />for the assessment district, the relationship of the district to the <br />Chamber of Cor~nerce and Santa Ana City Center Association, and the manner <br />in which the district would function procedurally. <br /> <br />Councilmembers then discussed their concerns relative to the upcoming <br />agenda. Councilmember Young requested that more information be provided <br />to the Housing Comuission regarding projects and functions being <br />undertaken by the City. <br /> <br />Councilmember Bricken expressed a concern that recent appointments to the <br />City's Boards and Con~uissions did not reflect ward representation with the <br />result that membership would be skewed to represent the northern portion <br />of the City only. <br /> <br />Interim City Manager Swanson distributed copies of the City's 1983 Annual <br />Report to the Councilmembers. <br /> <br />WORK STUDY SESSION - CABLE TELEVISION STUDIO LOCATION <br /> <br />Interim City Manager Swanson discussed the reasons for locating a cable <br />television studio within the Civic Center as outlined in the memo to <br />Council dated October 24, 1983, entitled "Cable Television Studio <br />Location." He stressed the fact that during cable negotiations the City <br />had given up several outlying locations in order to attain a con~nunity <br />center as an adjunct of the cable television studio. Councilmembers <br />discussed their concerns relative to the studio, including the need for a <br />master plan which would address the con~unity center, the Police annex <br />inmediately adjacent to the TV studio site, parking needs in the Civic <br />Center, and a linkage to a proposed hotel southeast of the site. <br /> <br />CITY COUNCIL MINUTES 319 OCTOBER 24, 1983 <br /> <br /> <br />
