Acosta~ Bricken, Griset, Johnson, Luxembourger, <br /> McGuigan, Young <br />None <br />None FILE 625.55.10 <br /> <br />M0~ION: Instruct the City Attorney to draft an ordinance reducing <br /> the number of ice cream trucks in the City. <br /> <br />MOTION: Griset SECOSD: Young <br /> <br />Following discussion, the motion was withdrawn by the maker and second. <br /> <br />At the request of Counci~r M~Guigan, staff agreed to place the ice <br />cream truck ordinance on the evening agenda of the December 5 moeting. <br /> <br />TRANSi~q/9~ION SALES TAX (1 CENT BALLOT ~URE) <br /> <br />The Director of Transportation introduced Ron Cole, Orange County <br />Transportation Co~mission, and Brian Pearson, Orange County Transportation <br />District, indicating they would report on the Orange County Transportation <br />Con~lission 15-year investment strategy. <br /> <br />Mr. Cole provided an overview of the procedures and the schedule for the <br />ballot measure relative to the one-cent sales tax increase. He explained <br />5~ percent of the proceeds would be allocated to highways, 25 percent to <br />transit development and transit development and 2~ to 25 percent turned <br />back to local municipalities. He also noted that the measure must be <br />approved by 5~ percent of the County's population, as well as 5~ percent <br />of the cities and the Board of Supervisors before the measure may be <br />placed on the ballot. <br /> <br />Mr. Pearson addressed the transit element of the 15-year investment plan <br />explaining that the north-south leg would run from Fullerton to the <br />John Wayne Airport and South Coast Plaza, and that the east-west portion <br />would begin in Buena Park and terminate at the Santa Ana Transportation <br />Center o He indicated that the City would be provided with an opportunity <br />to comment on the design of the project and that the cost was projected at <br />$762 million. <br /> <br />The Director of Transportation then explained local turnback options, <br />which included returning various percentages to municipalities for <br />unrestricted use and allocating various percentages to arterial or project <br />use. Councilmember Young expressed his preference for the plan which would <br />allow most local discretion, while Councilmember Bricken suggested that <br />Santa Ana endorse the plan favored by the majority of Orange County <br />cities. Councilmember Griset reminded the Councilmembers of the need to <br />maintain co~.itment to Countywide values. <br /> <br />CONCEPTUAL PLAN FOR BOWERS MUSEU~ - NDN-PRfFIT C(~SORATION <br /> <br />Interim City Manager Swanson indicated that staff was ready to respond to <br />any questions relative to the proposed agreement for the operation of the <br />Bowers Museum, but the Council had no questions on the subject. <br /> <br />Councilmembers then discussed their concerns relative to Consent Calendar <br />items. <br /> <br />CITY COUNCIL MINU1T~ 353 NOVemBER 21, 1983 <br /> <br /> <br />
