MINUTES OF THE RE~3IAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFf~NIA <br /> <br />January 3, 1984 <br /> <br />The meetingwas called to order at 1:21 p.m., by Mayor R. W. Luxembourger <br />in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present wore John Acosta, Gordon Bricken, Daniel Griset, P. Lee Johnson, <br />Patricia A. McGuigan, Dan Young and Mayor Luxembourger. Also present wore <br />Interim City Manager Rex Swanson, City Attorney Edward J. Cooper and Clerk <br />of the Council Jenice C. Guy, as well as members of the City's Executive <br />Management Staff and the press. <br /> <br />~ORK STUDY SESSION <br /> <br />OUTSIDE IMPROV~4ENI~ - SAS~A ANA-ORANGE COUNTY TRANSPOi~ATION CENTER <br /> <br />~ne Director of Planning and Development Services explained his staff had <br />surveyed the entire area surrounding the Santa Ana-Orange County <br />Transportation Center for both short and long-term investment, as woll as <br />public and private investment. He indicated projected improvements <br />included sidewalks, entryway treatments, gutters, trees, landscaping and <br />screening of unattractive elements. He also noted an incentive program <br />would be provided to the neighborhood to permit neighborhood <br />self-improvement, offering such items as trash clean-up bins and <br />paint. The Director responded to Councilmen~rs' questions relative to <br />circulation improvements for the area. <br /> <br />Councilmember Young indicated his willingness to serve on a Council Task <br />Force to meet with the County to find a suitable site on which to relocate <br />County facilities inm~diately adjacent to the Transportation Center area. <br /> <br />T~ANSIT TMFME FOR DOWNIIDWN SAS~A ANA ASD ORANGE COUNTY <br /> <br />The Director of Transportation Services outlined an area bounded by First, <br />Bristol, Seventeenth and French Streets for which a transit theme <br />was proposed to enhance the image of downtown Santa Ana. He indicated the <br />programwould include bus benches and passenger shelters and gave a slide <br />presentation depicting various types of each. <br /> <br />In response to Councilmembers' questions, the InterimCity Manager <br />explained that the program would be three-phased, with the first phase <br />being the adoption of the theme, the second- design, and the third - <br />financing. Councilmember Bricken cautioned the Council on the <br />difficulties of removing existing bus benches and passenger shelters. <br /> <br />UPDATE SANEA AS~ LIBRARY C(IMPUTER INSTALLATION <br /> <br />The Library Director gave a brief report explaining the financing related <br />to installation of a computer-controlled library system.
