W. Luxembourger, <br />in the Council Chambers, 22 Civic Center Plaza. Councilmembers present <br />were John Acosta, Daniel E. Griset, P. Lee Johnson, Patricia A. McGuigan, <br />and Mayor Luxembourger. Also present were Interim City Manager Rex <br />Swanson, City Attorney Edward J. Cooper and Assistant Clerk of the Council <br />Nancy Byron Dean. Councilmembers Gordon Bricken and Dan Young were <br />absent. <br /> <br />INVOCATION - Councilmember Patricia A.
