MINUTES OF TRE REGULAR MEETING <br /> OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 21, 1984 <br /> <br />The meeting was called to order at 1~16 p.m. by Mayor R. W. Luxembourger, <br />in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, Gordon Bricken, Daniel E. Griset, P. Lee <br />Johnson, Patricia A. McGuigan, Dan Young and Mayor Luxembourger. Also <br />present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper, <br />and Clerk of the Council Janice C. Guy, as well as members of the City's <br />Executive Management Team, the public and the press. <br /> <br />WORK STUDY SESSION <br /> <br />ABC LICENSE ISSUANCES <br /> <br />The Director of Planning and Development Services reported on a lack of <br />State interest in specific locations of liquor licenses, noting decisions <br />regarding placement were based on countywide census data. He recommended <br />that the Council begin working through the California League of Cities and <br />local legislators to initiate legislation to control the proliferation of <br />Alcoholic Beverage Control licenses, and to encourage the State to issue <br />such licenses on the basis of municipal rather than county census data. <br />He further recommended that the City protest all applications for liquor <br />licenses based on over-concentration of licenses in Santa And and police <br />crime statistics. The Director indicated that liquor license issuances <br />should be dealt with as a planning problem, and recommended that <br />Confidential Use Permits be required prior to issuance. He then responded <br />to Councilmembers' questions. <br /> <br />The Police Chief provided statistics on the number of licenses and types <br />located within the City of Santa And and was requested to provide a copy <br />of his report to the Council. <br /> <br />MOTION: <br /> <br />Instruct staff to develop procedures to implement the <br />recommendations contained in the memo prepared by the <br />Director of Planning and Development Services, dated <br />February 17, 1984, entitled "Analysis of City's ABC <br />Licensing Procedures"; to utilize all tools available <br />when investigating ABC license applications, including <br />building inspection and notation of any liens on a <br />property; and to utilize the services of the Planning <br />Commission as is feasible in the ABC license application <br />procedure. <br /> <br />MOTION: Bricken SECOND: Acosta <br /> <br />VOTE: <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Griset, Johnson, Luxembourger, <br /> McGuigan, Young <br />None <br />None FILE 405 <br /> <br />CITY COUNCIL MINUTES 47 FEBRUARY 21, 1984 <br /> <br /> <br />
