APPEAL NO. 2005-02 (VARIANCE NO. 2004-18) - 419 EAST FIRST <br />STREET <br />Filed by Enrique Legaspi for Regency Centers to appeal the decision of <br />the Planning Commission, which denied the issuance of Variance No. <br />2004-18 to reduce the required on -site parking for FAMSA in the General <br />Commercial (C2) and Arterial Commercial (C5) zoning districts at 419 <br />East First Street. <br />Staff presentation presented by Steve Harding, Executor Director Planning <br />& Building Agency <br />Legal Notice published in the O.C. Reporter on April 22, 2005 and mailed <br />Written communication — none <br />Enrique Legaspi, applicant, and Julio Gener, architect, addressed the <br />Council and appealed the denial by the Planning Commission of the <br />issuance of a variance to reduce the required on -site parking for FAMSA <br />at 419 East First Street <br />Desi Reyes raised concerns relative to the condition of the shopping mall <br />Public Hearing was closed <br />Council discussion ensued. Members raised concerns relative to the <br />general lack of maintenance of the shopping center, which includes trash <br />accumulation on the site, buildings in need or repainting, and substandard <br />and missing landscape material. Additionally, members noted that the <br />Planning Commission found that several items were in violation of code <br />and needed correction including the removal of an illegal sign, the repair <br />of paving and the re -striping of the parking lot.
