MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />S~aNTA ANA, CALIFORNIA <br /> <br />April 2, 1984 <br /> <br />The meeting was called to order at 1:19 p.m. by Mayor Luxembourger, in <br />Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembars <br />present were John Acosta, Daniel E. Griset, P. Lee Johnson, Patricia A. <br />McGuigan, Dan Young and Mayor Luxembourger. Also present were City <br />Manager Robert C. Bobb, Assistant City Attorney Richard Lay, and Clerk of <br />the Council Janice C. Guy, as well as members of the City's Executive <br />Management staff and the press. Councilmember Gordon Bricken joined the <br />meeting at 1:33 p.m. <br /> <br />WORK STUDY SESSION <br />CABLE TVAGREEMENT <br /> <br />Councilmember McGuigan expressed her concern that the Council had not been <br />advised prior to the City Manager's sending a letter to Group W which <br />extended certain provisions of the City's contract with the firm. The <br />City Manager explained that the contract provided him the administrative <br />authority to undertake such an action. The City Manager indicated he <br />would like to have a clear understanding as to the extant Council would <br />like to be involved in Cable TV administration. He stated that he was <br />meeting with Group W representatives on this coming Friday and would <br />advise the Council of the outcome of his discussion with them. <br /> <br />STREET BEAUTIFICATION <br /> <br />The Director of Transportation Services outlined the elements included in <br />street beautification, including such items as medians, trees, street <br />furniture, bus benches, parking, entryway signs, and other street system <br />components. He provided a status report on the median improvements on <br />First Street and MacArthur Boulevard, noted that the windmill palms in <br />many of the City's parkways would be replaced with London Plane trees and <br />reported that two new entryway signs had been installed on a trial <br />basis--one at Hutton Center and the other on Fairview Street. Deputy City <br />Manager Swanson explained that the City would be continuing its entryway <br />monument program but would not continue to utilize the historic <br />Spanish-bell model due to significant problems with vandalism. <br /> <br />Councilmember Young requested that the Chamber of Commerce and the Let's <br />Improve Santa Ana (LISA) be contacted regarding a tree planting program <br />within the City.
