The Mayor requested that the Assistant City Attorney provide him with <br />a ruling as to whether such a motion was acceptable, at which point <br />Councilmember Acosta withdrew his second to the original motion. <br /> <br />The Council recessed at 4:20 p.m. and reconvened at 4:29 p.m., with <br />all Councilmembers present except Bricken. <br /> <br />Assistant City Attorney Lay explained that Councilmember Acosta's <br />withdrawal of his second was in order; the Mayor ruled that since the <br />motion no longer had a second, that it died. <br /> <br />VOTE ON SUBSTITUTE MOTION: <br /> <br />VOTE: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Acosta, Griset, Luxembourger, McGuigan, Young <br />Johnson <br />Bricken FILg 625.35 <br /> <br />The Mayor requested that the City Manager meet with Mr. Montejano to <br />discuss Mr. Montejano's concerns regarding possible anti-Hispanic bias <br />in the City. <br /> <br />At 4:33 p.m. the Council recessed to the Industrial Development Authority <br />and reconvened at 4:36 p.m., with all members present and immediately <br />recessed to Room 147 for an informal discussion session with Roger <br />Stanton, Orange County Supervisor, First District. <br /> <br />Supervisor Stanton's staff members present introduced themselves - Scott <br />Morgan, Suzanne Victor, Dan Miller and Fausto Reyes. Supervisor Stanton <br />commented that he was in agreement with the purpose of the meeting, which <br />was to continue a positive relationship between the City of Santa Aha and <br />the County of Orange. In response to the City Manager's inquiry as to <br />whether the County would be interested in possible joint ventures for the <br />development of yard and maintenance facilities, fire training facilities, <br />and an emergency operations center, Supervisor Stanton said that his staff <br />would proceed immediately to discuss the feasiblity of such ventures with <br />appropriate County staff members. He indicated that he planned to ask the <br />Board of Supervisors to approve in concept a park and underground parking <br />facility for the site south of the County Courthouse building on April 3, <br />1984, and would forward immediately proposals to the City if such concept <br />was approved by the Board. <br /> <br />Councilmembers and Supervisor Stanton discussed the plight of the homeless <br />in Santa Ana and the County. <br /> <br />MOTION: <br /> <br />Instruct the Mayor to write a letter to the Board <br />of Supervisors commending Supervisors Welder and Riley <br />for their deep concern and dedicated efforts to pro- <br />vide housing for the homeless in Orange County, and <br />indicating Santa Ana's support of the County's efforts <br />to secure the Chet Hollfield Federal Building in Laguna <br />Nigel as a possible building to house the homeless. <br /> FILE 621 <br /> <br />The City Manager indicated that he would continue to work with the YWCA <br />to solve the immediate housing problem on the Y's site. <br /> <br />CITY COUNCIL MINUTES <br /> <br />118 APRIL 2, 1984 <br /> <br /> <br />
