<br />MOBIL OIL <br />CAR WASH/CONVENIENCE STORE <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />ER 2004-240 <br /> <br />PROPOSED PROJECT <br /> <br />The proposed project is a request for a conditional use <br />permit to convert a portion of an existing service station <br />and add to 200 square feet to an additional to an existing <br />building to provide a convenience store and self-service <br />car wash. <br /> <br />SETTING <br /> <br />As shown on Exhibit 1, the project site is an existing <br />service station located at the intersection of Main Street <br />and MacArthur Boulevard. The site consists of 21,413 square <br />feet of area and currently contains four gasoline <br />dispensers, and a 1,912 square foot building that includes <br />a small snack shop and three service bays. Currently, <br />located on the project site are several monitoring wells <br />that are part of ongoing water quality remediation efforts. <br /> <br />The project site is generally surrounded by a commercial <br />strip center to the west, a vacant lot and the MacArthur <br />Place South mixed use development to the east, an existing <br />service station and multiple family apartments to the north <br />and multiple family condominiums to the south. An existing <br />alley and a 6-foot high block wall is located between the <br />service station site and the condominiums to the south. <br /> <br />The General Plan designation for the project site is <br />General Commercial. The General Commercial designation <br />applies to commercial corridors in the City, including Main <br />Street. The intent of the designation is to provide <br />neighborhood services such as service stations. The maximum <br />site coverage allowed under the General Commercial <br />designation is a FAR of 0.5. <br /> <br />The zoning for the project site is Arterial Commercial. <br />Under the Arterial Commercial designations, service <br />stations and carwashes are conditionally permitted. <br /> <br />1 <br /> <br />3~O <br />
