<br />Conditional Use Permit No. 2005-08 <br />Variance No. 2005-04 <br />April 25, 2005 <br />Page 2 <br /> <br />Property Description <br /> <br />The project site is a 21,500 square foot parcel of land located on the <br />southwest corner of Main Street and MacArthur Boulevard. The site <br />contains a 1,900 square foot service station/auto repair building and <br />1,700 square foot canopy. The site is zoned Arterial Commercial (C-5) <br />with a corresponding land use designation of General Commercial (GC) <br /> <br />Surrounding land uses include commercial and multiple-family residential <br />to the north, single-family and multiple-family residential to the <br />south, commercial and vacant land to the east and commercial to the west <br />(Exhibits 1 and 2) . <br /> <br />Project Description <br /> <br />The proj ect consists of two components: The remodel of an existing <br />service station, including the removal of three existing service bays and <br />the conversion of that space to a convenience store; and the addition of <br />200 square feet to the rear of the building for use as a self service car <br />wash. Other improvements will be made to the site, including new wall <br />signage, the removal of a nonconforming monument sign, a new loading zone, <br />and additional landscaping that exceeds sizes required by the Santa Ana <br />Municipal Code (SAMC) (Exhibits 3, 4, 5 and 6) . <br /> <br />In accordance with the City's gas station parking standards, a <br />six parking spaces are required and are provided for the project. <br />station and convenience store intend to operate 24 hours a day, <br />week. <br /> <br />total of <br />The gas <br />7 days a <br /> <br />Analysis of the Issues <br /> <br />Car Wash Use <br /> <br />The proposed car wash, in conjunction with a service station use, <br />requires the approval of a conditional use permit within the Arterial <br />Commercial (C-5) zoning district. Given the car wash's close proximity <br />to residential uses, staff has concerns with potential noise impacts <br />generated from the use of the car wash. To address these concerns, a <br />Noise Study was prepared by The Planning Center. The noise study <br />analyzed both short-term construction and long-term operational impacts <br />from the car wash. The study concluded that the car wash would result <br />in noise levels that exceed the City's exterior noise standards found <br /> <br />31A-4 <br />
