<br />3. Environmental Setting <br /> <br />3.1 PHYSICAL SETTING AND EXISTING LAND USES <br /> <br />The project site is 21,413 square feet with 1,912 square feet of existing floor area. The project site is <br />located at the southwest corner of MacArthur Boulevard and Main Street in the City of Santa Ana, Both <br />MacArthur Boulevard and Main Street are heavily traveled roadway arterials, The project site is adjacent <br />to the MacMain Plaza to the west and condominiums to the south the project site, <br /> <br />3.2 NOISE-SENSITIVE RECEIVERS <br /> <br />Certain land uses are particularly sensitive to noise. As specified in the City's General Plan Noise <br />Element, noise-sensitive uses include residential, school, and open space/recreation uses where quiet <br />environments are necessary for enjoyment. The nearest sensitive receivers are residential condominium <br />uses located 61 feet to the south of project site across a parking lot of the MacMain Plaza. Currently, a <br />six feet masonry block wall separates the project site from the parking lot and another 6 feet wall <br />separates the parking lot from the condominiums, <br /> <br />3.3 EXISTING NOISE ENVIRONMENT <br /> <br />Noise monitoring was conducted on February 27, 2005 (Sunday) during the hours for which the <br />automated car wash would operate which is 7 AM to 9 PM, Sunday was chosen for measurements <br />because this day would be expected to have the lowest traffic noise and hence this would be the day <br />that any increases in noise from the project would be most noticeable. Noise measurements were <br />conducted in the MacMain parking lot between the project site and the condominiums to the south. The <br />monitoring location is described below and shown in Figure 3-1: <br /> <br />. MacMain Parking Lot: Noise levels at this location are relatively low for being in proximity of <br />MacArthur Boulevard and Main Street. These low noise levels are due to the distance of the sound <br />level meter from MacArthur Boulevard and Main Street as well as the presence of a six feet wall <br />which provides noise attenuation for both streets. The noise levels are very low in the early morning <br />hours, increase in the afternoon and decrease in the evening. Ambient noise levels are higher at <br />locations closer to Main Street or MacArthur Boulevard which are the primary sources of noise <br />proximate to the project site. <br /> <br />Table 3-1 identifies the monitored ambient noise levels.
