<br />Agreement for a Security Management System <br />With SecSol, Inc. at West Reservoir <br />June 6, 2005 <br />Page 2 <br /> <br />A request for proposals was prepared and sent to fourteen firms. The <br />proj ect was also advertised on April 18 and 19, 2005. Four proposals <br />were received and evaluated by CyberNet Consulting, Inc. The four firms <br />are as follows: <br /> <br />FIRM <br /> <br />FEE <br /> <br />Northern Digital, Inc. <br />SecSol, Inc. dba Security Solutions <br />NetVersant - Southern California, Inc. <br />Brassfield Communications, Inc. <br /> <br />$248,796 <br />$171,638 <br />$189,857 <br />$289,553 <br /> <br />Based upon the information provided, all four firms are technically <br />qualified to complete the project. Due to an extremely tight schedule <br />mandated by the UASI, CyberNet rated Northern Digital as the highest <br />recommended firm. SecSol submitted a very complete proposal and were <br />rated second. <br /> <br />CyberNet checked references for all four firms. The responses were very <br />favorable for both Northern Digital and SecSol. <br /> <br />Staff recommends that SecSol, Inc. be retained for this project. <br />Although they were the second rated firm, their proposed fee is 45% less <br />than the fee proposed by Northern Digital. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />In accordance with California Environmental Quality Act, the proposed <br />proj ect is exempt from further review. Categorical Exemption ER No. <br />2005-104 will be filed for this project. <br /> <br />FISCAL IMPACT <br /> <br />Funds are currently available in the UASI Fund (account no. 125-613- <br />6291) . <br /> <br /> <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br />ames G.
