Further, the applicant will be installing additional landscaping <br />within the parking areas and around the building perimeter where <br />feasible. Finally, the applicant will install landscaping that exceeds <br />the minimum sizes required by code. <br /> <br />Three Canary Island Pine trees, two within the MacArthur Boulevard setback <br />and one within the parking area, will be increased in size to 36-inch box <br />trees. These proposed enhancements will assist in bringing the site into <br />closer code compliance and are supported by staff. <br /> <br />At the April 11, 2005 Planning Commission public hearing, several items <br />related to the applicant's request were raised. These issues, which <br />included noise, 24-hour operations and architectural enhancements, <br />resulted in a two week continuance to allow time for the applicant and the <br />Nexus Companies to meet to discuss additional modifications to the <br />project. Based on this meeting, the applicant has agreed to make several <br />changes to the proj ect . These include incorporating a smooth trowel <br />finish on the building (formerly standard stucco), add a soffit element on <br />the east elevation to match the north elevation soffit and enhance the <br />appearance of the building, provide a roof over the "open to sky" section <br />of the car wash to increase the noise attenuation and the planting of six <br />pine trees along the south property line. In addition, the gas station <br />and car wash hours of operations were clarified to allow gas sales 24 <br />hours a day, convenience store sales from 5:00 a.m. to 11:00 p.m., and car <br />wash operations from 7:00 a.m. to 8:00 p.m. Finally, staff has requested <br />the installation of a column and trellis along the east (exit) side of the <br />car wash. The column and trellis will terminate where the 12-foot sound <br />wall ends to the south and will assist in integrating the sound wall into <br />the car wash design. The applicant discussed this modification with staff <br />and has agreed to the concept. To ensure these items are addressed, staff <br />has incorporated these elements as conditions of approval for the project. <br /> <br />On April 25, 2005, the Planning Commission held another hearing on the <br />proj ect. At the conclusion of this meeting, the Planning Commission <br />determined that the car wash would create noise impacts that would <br />adversely affect the adjacent land uses. Further, the Commission <br />determined that the car wash was not a compatible land use with the <br />residential uses to the south. <br /> <br />31A-6 <br />
