<br />"Person" means any individual, corporation, partnership, limited liability <br />company, proprietorship, or organization authorized to do business in the State of California. <br /> <br />"Plant" means the transmitting medium and related equipment that transmits <br />signals between the headend and subscribers, excluding drops. <br /> <br />"Pole Attachment Agreement" or "Attachment Agreement" means any agreement <br />with the Grantor, with any other governmental entity, or with any public utility relating to the <br />Grantee's use of utility poles, ducts, or conduits. <br /> <br />"Programmer" means any person who provides video program material for <br />transmission by means of the cable system. <br /> <br />"Property of Grantee" means all property owned or leased by Grantee within the <br />franchise service area in the conduct of its cable system business under a franchise. <br /> <br />"Public Channel," "Access Channel," "Community Service Channel" or <br />"Community Channel" means any channel for which members ofthe public, or any community <br />organization, may provide noncommercial supported programming. <br /> <br />"Residential Dwelling Unit" or "Dwelling Unit" means a home, mobile home, <br />condominium, apartment, cooperative unit, and any other individual dwelling unit. <br /> <br />"Service Area" or "franchise Service Area" means that territory within the City <br />of Santa Ana that is specifically described in the franchise agreement. <br /> <br />"Service Interruption" means the loss of picture or sound on one or more cable <br />channels, or significant impairment ofthe video or audio transmission on one or more cable <br />channels, for more than one minute but not more than 15 minutes. <br /> <br />"Service Tier" or "Tier" means a category of cable service or other services <br />provided by a cable operator and for which a separate rate is charged by the cable operator, other <br />than per channel or per event programming or packages of per channel or per event <br />programmmg. <br /> <br />"Street" or "Public Way" means each of the following that has been dedicated to <br />the public and maintained under public authority or by others and is located within the City <br />limits: roadways, highways, avenues, lanes, alleys, sidewalks, easements, rights-of-way, and <br />similar public property that the City from time to time authorizes to be included within the <br />definition of a street. <br /> <br />"Subscriber" means any person electing to subscribe to, for any purpose, cable <br />service provided by Grantee by means of or in connection with its cable system, whether by way <br />of an individual account or as part of a bulk account. <br /> <br />(b) Terms Not Defined.
