Holiday time off will be included in computing actual <br />duty days. <br />Employees holding the position immediately subordinate to the vacant, full-time, <br />budgeted, higher-level position to be filled shall be given first consideration to said <br />position consistent with the operational needs of the department. When there is more <br />than one (1) employee holding the position immediately subordinate to the vacant, <br />full-time, budgeted, higher-level position to be filled, the most senior employee <br />holding one of the immediately subordinate positions shall be assigned to said <br />position consistent with the operational needs of the department. <br />Non-permanent employees (probationary, part-time, seasonal, etc.) and employees <br />performing work above their regular class in a training capacity shall not be assigned <br />to a vacant, full-time, budgeted, higher-level position in accordance with this section <br />unless specifically authorized by the City Manager. <br />B. Compensation. <br />After an employee has served two (2) consecutive calendar weeks in a vacant, <br />full-time, budgeted, higher-level position, he shall be compensated at the <br />Temporary Upgrade Assignment Pay rate for each full day that he is assigned <br />to the higher-level position, retroactive to the first (ls`) day of said <br />assignment. <br />2. An employee serving in a Temporary Upgrade Assignment will be paid a <br />temporary assignment pay premium at a rate set ten (10) salary rate ranges <br />(approximately 5%) above their then current base monthly salary step. <br />3. An employee assigned to a vacant, full-time budgeted, higher-level position <br />not represented by this bargaining unit will retain all fringe benefits afforded <br />to members of this bargaining unit, if the employee remains eligible for such <br />pay while in the temporary assignment, in accordance with this MOU, but <br />will not be eligible for any benefits afforded to members of the bargaining <br />unit for the position to which he or she is temporarily assigned. <br />4. An employee assigned to a vacant, full-time, budgeted, higher-level position <br />will continue to accrue, and have recorded, general, special, or normal salary <br />step increases in the employee's permanent position; however, such salary <br />increase will be paid only to maintain the minimum ten (10) salary rate range <br />(approximately S%) differential required by this section. <br />20 <br />
