At 4:44 p.m., the Council recessed and reconvened at 4:52 p.m., in Room <br />510, City Hall, 20 Civic Center Plaza, for a meeting with Civic Center <br />Commissioners Evans, Godinez, Griset, and McLean. <br /> <br />Gary Ott of the Recreation, Parks and Co~m~unity Services Department <br />provided an overview of the Orange County Civic Center Authority, <br />including its creation, reasons for joint power agreement, and powers. <br /> <br />Mike Uptegraff of the City Manager's Office, reported on a recent meeting <br />with County GSA officials wherein the City and County had come closer to <br />agreeing on future management of the Civic Center parking lot. <br /> <br />The Director of Transportation discussed improvements that were planned <br />for the City Center lot, including improved signs, pavement markings and <br />installation of additional exits. <br /> <br />Deputy City Manager Ream discussed improvements to the Stadium parking lot <br />and adjacent areas, indicating improvements would be made in the <br />streetscape, sidewalks and landscaping, as well as lighting in the parking <br />lot itself. <br /> <br />Deputy City Manager Swanson noted that the environment around the Civic <br />Center was changing, and that an effort was being made to expand the Civic <br />Center toward the downtown (Central Business) district. <br /> <br />The City Attorney indicated that the City had experienced increased claims <br />as a result of City maintenance of the immediate Civic Center area and <br />expressed the need that this liability be shared with with the County. <br /> <br />Commissioner Terry Moshenko arrived at 5:06 p.m., during the foregoing <br />discussion. <br /> <br />At 5:14 p.m. the Council recessed and reconvened in the Council Chambers <br />with the same members present. <br /> <br />65. REQUEST BY COUNCILMEMBER JOHNSON - PETITION FOR TRAFFIC SIGNAL AT <br /> 700 CIVIC CENTER DRIVE WEST. <br /> <br />Councilmember Johnson explained to the Council that he had been <br />contacted by the Orange County Superior Court Reporters Association <br />regarding a need to install a traffic signal in the unprotected <br />crosswalk fronting the Orange County Courthouse on Civic Center <br />Drive. <br /> <br />Linda Nicholes, 29141 Sleepy Hollow, Silverado, presented a petition <br />containing approximately 1200 signatures requesting that a signal <br />light be installed at said crosswalk. <br /> <br />Jean Randall, 10 Elwood Way, Irvine, spoke with regard to the <br />same subject, indicating that there were more traffic signals <br />on Santa Aha Boulevard than Civic Center Drive in the same east- <br />west blocks, but a greater need for signals on Civic Center Drive. <br /> <br />CITY COUNCIL MINUTES 142 APRIL 16, 1984 <br /> <br /> <br />
