MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />April 23, 1984 <br /> <br />The meeting was called to order by Mayor R. W. Luxembourger in Room 831, <br />City Hall, 20 Civic Center Plaza, at 5:55 p.m. Councilmembers present <br />were John Acosta, Gordon Bricken, P. Lee Johnson, Patricia A. McGuigan, <br />and Mayor Luxembourger. Also present were City Manager Robert C. Bobb, <br />City Attorney Edward J. Cooper, Clerk of the Council Janice C. Guy, and <br />members of the City's Executive Management team, representatives of the <br />p~ess and the public. Councilmember Daniel E. Griset arrived at 6:09 p.m. <br />Councilmember Dan Young was absent. <br /> <br />DOWNTOWN DEVELOPMENT CO~4ISSION AND CITY-WIDE DEVELOPMENT MARKETING <br />PROGRAM <br /> <br />The City Manager presented the staff report and recommendations relative <br />to creation of a Downtown Development Commission and City-wide Development <br />Marketing Program. <br /> <br />Councilmembers had several questions on the Commission proposal, including <br />but not limited to the impact on the City's four other redevelopment area <br />projects, the difference between the Downtown Development Commission and <br />the Redevelopment Agency, and the possibility of using a consultant only <br />rather than permanent City staff for the function. <br /> <br />MOTION: <br /> <br />Instruct the City Attorney to prepare an ordinance <br />establishing a Downtown Development Commission con- <br />sisting of the City Council and the Orange County <br />Supervisor for District #1; with review of the <br />Co~ission's effectiveness at the end of one year's <br />operation; subject to the City Manager's providing <br />the downtown merchants with a draft of the proposed <br />ordinance, meeting with said merchants, and <br />providing a written report to Council concerning any <br />discussion between the merchants and himself. <br /> <br />MOTION: Johnson SECOND: Bricken <br /> <br />VOTE: <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Johnson, Luxembourger, <br /> Young <br />McGuigan <br />Young FILE 617 <br /> <br />Councilmember McGuigan requested that the proposed ordinance be scheduled <br />for consideration at an evening meeting of the City Council. <br /> <br />CITY COUNCIL MINUTES <br /> <br />144 APRIL 23, 1984 <br /> <br /> <br />
