The current mailing <br />system is not compliant with the United States Postal Service 2006 <br />standards for indicia imprint for securing postage printing. The <br />purchase of a new mailing system will bring the City into compliance. <br /> <br />Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase <br />against contracts from any public agency utilizing a competi ti ve bid <br />process. The Department of Homeland Security's contract with PFE <br />International, Inc. for Hasler mailing system was awarded as a result <br />of open, competitive bidding, and meets the City's requirements. <br /> <br />22L-1 <br /> <br />CS :38:3 <br />
