MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />May 14, 1984 <br /> <br />The meeting was called to order at 5:50 p.m. by Mayor R. W. <br />Luxembourger in Room 510, City Hall, 20 Civic Center Plaza. <br />Councilmembers present were Gordon Bricken, Daniel E. Griset, P. Lee <br />Johnson, Patricia A. McGuigan, Dan Young, and Mayor Luxembourger. <br />Also present were City Manager Robert C. Bobb, City Attorney ~dward J. <br />Cooper, Clerk of the Council Janice C. Guy, members of the City's <br />Executive Management staff, representatives of Fourth Party, Inc., <br />m~nbers of the Emergency Medical Services Committee, and the press. <br /> <br />EMERGENCY MEDICAL SERVICES CO~ITTEE REPORT AND FINDINGS PHASE I <br /> <br />The City Manager explained that the goal for Emergency Medical <br />Services was to provide an excellent level of service with no City <br />subsidy by Fiscal Year 1985-86. <br /> <br />Jack Stout, of Fourth Party, Inc., provided an overview of the compo- <br />nents required for a "1984" ambulance service, including paramedic <br />dispatchers, a single dispatch center, medical monitoring of services <br />delivered and expert personnel. <br /> <br />The Fire Chief presented the major findings of the Emergency Medical <br />Services Committee, including but not limited to: Superb private serv- <br />ices do exist, fire departments as first responders are essential, <br />call screening is dangerous and unnecessary, Santa Ana's current <br />coverage is lacking, and the costs of EMS services can be confusing. <br />He then reviewed the Conmittee's recc~a~endations for design of a new <br />system, including financing, clinical performance, response times, <br />and other major criteria such as private sector involvement and fail- <br />safe provisions. He also outlined interim improvements to Santa Ana's <br />current delivery of emergency medical services. <br /> <br />Dr. Gene Kallsen, Director of Emergency Medical Services for Fresno <br />County, stressed the need for strong medical control of the system, <br />emphasized the necessity of having a central dispatch center, and <br />mentioned the need to coordinate responses, particularly in times of <br />disaster. <br /> <br />Mr. Stout then responded to Councilm~bers' questions on the concept. <br /> <br />The Council recessed at 7:11 p.m. and reconvened at 7:45 p.m. with the <br />same members present. <br /> <br />CITY COUNCIL MINUTES 166 MAY 14, 1984 <br /> <br /> <br />
