<br />MacArthur Place South Findings and Facts in Support of Findings <br />Environmental Impact Report <br /> <br />3.2.3 Draft EIR <br /> <br />Circulation of the Draft EIR <br /> <br />The City of Santa Ana circulated the Draft EIR for the MacArthur Place South Project for public <br />review between March 7,2005 and April 20, 2005. The Responses to Comments Report (RTC) <br />documents the public review and comment period for the Draft EIR. The Notice of Completion <br />and the Notice of Availability (NOA) for the Draft EIR are provided in Appendix A ofthe RTC <br />Report. The NOA was published in the Orange County Register on March 7, 2005, and filed <br />with the Orange County Clerk. The distribution list for the Draft EIR is provided in Appendix B <br />in the R TC Report. <br /> <br />The written comments received on the Draft EIR included comment letters and written <br />comments provided to the Planning Commission during the public hearing. Written comments <br />on the Draft EIR for the MacArthur Place South project were received from the following: <br /> <br />State, Regional and Local Agencies <br /> <br />California Department of Toxic Control <br />South Coast Air Quality Management District <br />Southern California Association of Governments <br />Orange County Vector Control District <br />City of Tustin <br />City of Costa Mesa <br />City of Irvine <br />John Wayne Airport <br />Orange County Airport Land Use Commission <br /> <br />Businesses, Groups and Organizations <br /> <br />Southern California Gas Company <br /> <br />Members of the General Public <br /> <br />Pat and Richard Merritt <br />Heidi Radisay <br />Theresa Delvac <br /> <br />Planning Commission Public Hearing <br /> <br />A public hearing was held on the Draft EIR for the MacArthur Place South project as part of the <br />regularly scheduled April 11, 2005 City of Santa Ana Planning Commission meeting. This <br />meeting was held in the City of Santa Ana Council Chambers (22 Civic Center Plaza, Santa <br />Ana). The purpose of the meeting was to receive public comments on the Draft EIR. Appendix C <br />in the RTC Report provides a list of all the persons who spoke at the Planning Commission <br />public hearing.
