<br />MacArthur Place South Findings and Facts in Support of Findings <br />Environmental Impact Report <br /> <br />T-S Prior to issuance of building occupancy permits, the project developer shall pay for the <br />construction of a forth eastbound lane on MacArthur Boulevard between Hutton Centre <br />Drive/Imperial Promenade and the Sr-55 southbound on-ramp <br /> <br />T -9 Prior to issuance of building occupancy permits, the project developer shall contribute <br />$200,000 for the City of anta Ana to prepare a neighborhood traffic study to assess any <br />intrusion of project traffic into the Sandpointe Neighborhood. If traffic intrusion is <br />attributable to the project, corrective measures could include forced-turn channelization, <br />semi-diverters, diagonal diverters and cul-de-sacs. <br /> <br />T -10 Prior to issuance of building occupancy permits, the project developer shall develop a <br />parking plan in cooperation with the City of Santa Ana to ensure that parking needs are <br />met. <br /> <br />Level of Significance of Impacts Traffic and transportation <br /> <br />The adverse impacts of the MacArthur Place South project related to project traffic and <br />transportation impacts would be mitigated to below a level of significance based on <br />implementation of mitigation measures T-l, T-3, T-4, T-5, T-S, T-9 and T-I0. <br /> <br />4.1.5 Cumulative Impacts Related to Traffic and Transportation <br /> <br />Potentially Significant Cumulative Adverse Impact Related to Traffic and Transportation <br /> <br />As discussed in Section 5.11 of the EIR, implementation of the MacArthur Place South project <br />would result in Year 2025 cumulative traffic impacts at the intersection Main Street/Sunflower. <br /> <br />Finding Related to Traffic and Transportation Impacts <br /> <br />Mitigation measures and/or project enhancement measures have been incorporated into the <br />project, which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />Facts in Support of the Finding Related to Traffic and Transportation Impacts <br /> <br />Implementation of mitigation measures T -2 would substantially lessen the adverse impact of the <br />MacArthur Place South project related to cumulative traffic and transportation impacts and <br />would reduce the potentially significant adverse impact to below a level of significance. <br /> <br />T -2 Prior to issuance of building occupancy permits the project developer shall pay a fair- <br />share contribution for restripping a second eastbound right-turn lane a the intersection of <br />Main Street and Sunflower in order to achieve LOS D for 2025. <br /> <br />Level of Significance of Impacts Related to Traffic and Transportation <br /> <br />Exhibit B <br />Page 26 of38 <br /> <br />Page 26 <br /> <br />75B-54 <br /> <br />
