Engineered <br />Plumbing, Inc. submitted the lowest responsive bid for $354,270, which is <br />substantially above the Engineer I s estimate of $292,520. Because the <br />bids received were higher than estimates, Staff recommends rejection of <br />all bids in order to revise the scope of work so that bids received will <br />be within the available budget.
